Cloud Engineer – Senior Cloud Program Manager

Job Summary
Lead end-to-end cloud transformation and migration programs across Azure, AWS, and GCP environments. Establish program governance, KPIs, SLAs, risk registers, and executive reporting while managing budgets, forecasting, and FinOps optimization initiatives. Coordinate cross-functional teams including architects, engineers, DevOps, security, and business stakeholders to drive cloud adoption, modernization, and operational excellence. Conduct steering committee meetings, executive reviews, and stakeholder communications to ensure alignment with enterprise governance, security, and compliance frameworks. Oversee cloud architecture delivery, migration roadmaps, and implementation milestones while identifying and mitigating program risks and dependencies.
Required Qualifications
- Strong experience leading enterprise-scale cloud programs and multi-cloud initiatives across Azure, AWS, and GCP
- Proven expertise in program governance, stakeholder management, budgeting, risk mitigation, and KPI/SLA management
- Experience managing cross-functional global teams and driving executive-level communications
- Hands-on understanding of cloud architecture, migrations, security, compliance, and FinOps best practices
- Experience with Agile and SAFe delivery frameworks
Desired Qualifications
- PMP certification preferred
- Experience with Azure Landing Zones and Infrastructure as Code tools — Terraform, Bicep, CloudFormation
- Familiarity with DevOps and CI/CD platforms — Azure DevOps, GitHub Actions, Jenkins
- Knowledge of cloud security and compliance frameworks — NIST, ISO 27001, PCI-DSS, SOC2
- Exposure to Kubernetes/AKS, Azure AI services, enterprise networking, and Well-Architected Framework reviews
- Background in financial services, healthcare, or other regulated industries
