Job Summary
Provide daily clinical supervision and oversight of assigned mental health and addiction clinicians, ensuring adherence to Oregon Administrative Rules and evidence-based practices. Manage a caseload by conducting comprehensive assessments, developing treatment plans, and delivering quality individual, group, and family counseling services. Recruit, hire, train, and evaluate new staff while resolving conflicts and enforcing disciplinary actions when necessary. Deliver after-hours emergency services and crisis intervention on a 24-hour rotating basis, including telephone consultation and community response. Coordinate service delivery with contracted prescribers, hospitals, and community partners, and report all cases of abuse or neglect. Transport clients as needed and participate in internal administrative meetings and community boards. Maintain a valid driver's license and perform urinalysis testing and investigations as required.
Required Qualifications
- Master's degree from an accredited university in psychology, sociology, or other human services-related field
- 2 years of post-grad experience in the delivery of clinical services
- Licensed (LCSW, LPC, LMFT)
- 5 years' experience in the delivery of clinical services
- 3 years of experience being a supervisor in a related field
- Knowledge of the diagnosis and treatment of mental illness and addictions and principles of counseling
- Ability to use independent judgment including finely developed decision-making, planning, analytical, and organizational skills
- Ability to prepare and maintain detailed and accurate records
- Ability to communicate and coordinate well with a diverse population including staff members, professional consultants, agencies, customers, and members of the general public
- Ability to understand, interpret, and apply laws, regulations, and administrative rules related to mental health and chemical dependency
- Ability to learn and implement CCS procedures, regulations, and requirements with respect to procurement, budget, safety, operations, and organization
- Self-starter and demonstrate the ability to supervise and assign work to subordinates
- Ability to work effectively with other employees and the general public
- Good organizational and time management skills
- Ability to work with minimal supervision
- Handling of highly confidential information
- Adherence to rules and laws pertaining to client confidentiality
- Ability to communicate effectively in both written and oral formats
- Ability to present and exchange information internally across teams and co-workers, and externally with customers and the public
- Valid driver's license
- Insurance for client service purposes and for travel between business offices, the community, and to attend required meetings and/or trainings
- Pass all criminal history check requirements as required by ORS 181.536-181.537 and in accordance with OAR 410-007-0200 through 410-007-0380
- Pass a monthly check against the OIG and GSA exclusion lists, as well as other federal and state agency lists
- Use office automation including computer and phone systems that require find manipulation, grasping, typing, and reaching
- Sit; talk and hear; use hands and fingers and handle or feel
- Occasionally stand; walk; reach with hands and arms; stoop; kneel and/or squat when adjusting equipment or retrieving supplies
- Possess a valid driver's license for vehicle travel when working on behalf of the agency
- Perform on less than optimal amounts of sleep when serving in the on-call rotation
