Job Summary

Clemency Board (volunteer) within the Executive Office of the Mayor in DC. Five District residents appointed by the Mayor, confirmed by the Council, to review applications for clemency of individuals convicted under District laws or regulations and to determine which applications to recommend to the President. The Board develops criteria and procedures, reviews complete applications within six months, and considers factors such as actual innocence, rehabilitation, and special circumstances (terminal illness or elderly status). It may conduct in-person, telephone, or video hearings with applicants and allow access to an attorney or representative. When recommending to the President, the Board sends the application with a narrative to the Office of the Pardon Attorney and the President, and notifies the Council committee with jurisdiction over judiciary matters. The Board tracks and publishes annual reports on decisions. Members include professionals with backgrounds in criminal law, mental health, victims’ rights, and community representation, with participation from the Attorney General for DC’s office and the Council committee chair. Time commitment is monthly meetings; all roles are voluntary.

Required Qualifications

  • Five (5) District residents appointed by the Mayor
  • Residency: DC residency required
  • Payment: No (voluntary)
  • Review applications for clemency within 6 months after complete application
  • Recommend to the President of the United States
  • Special consideration for terminally ill, elderly, non-dangerous applicants
  • In-person, telephone, or video conference hearings when feasible
  • Access to an attorney or representative at hearings
  • Notify the Council and judiciary committee when recommending to President
  • Publish annual report on grants and denials (excluding PII)
  • Membership requirements including legal background and community involvement
  • Attorneys required: DC Bar in good standing or designee
  • Director of Public Defender Service invited to participate
  • U.S. Attorney for DC invited to participate
  • Time commitment: Monthly meetings
