Job Summary

Analyze and tentatively classify position descriptions and evaluation statements in accordance with OPM, DHS, and Coast Guard standards. Apply the Factor Evaluation System and relevant supervisory guides to compare proposed PDs with comparable positions, ensuring consistent and defensible grade determinations. Prepare clear advisory and evaluation statements, including documentation supporting complex classification decisions. Conduct or support job evaluations, draft and modernize PDs, and enter classification data into the Coast Guard position classification system using GFE. Deliver accurate, timely products requiring no more than minor revision. This contingent role supports the U.S. Coast Guard Office of Civilian Human Resources, translating organizational needs into defensible position descriptions.

Required Qualifications

  • Accomplished federal Classification Specialist
  • Analyze and tentatively classify position descriptions (PDs) and associated evaluation statements in accordance with OPM classification standards and guides
  • Apply the Factor Evaluation System (FES)
  • Apply the General Schedule Supervisory Guide
  • Apply the General Schedule Leader Grade Evaluation Guide
  • Apply the Federal Wage System supervisory and leader guides
  • Apply other applicable standards
  • Compare proposed PDs with comparable positions and governing standards
  • Promote consistency and defensible grade determinations
  • Prepare clear advisory and evaluation statements
  • Include documentation supporting precedent-setting or complex classification decisions
  • Conduct or support job evaluations
  • Collaborate with subject-matter experts, command staff advisors, and organizational-change stakeholders
  • Draft, edit, and modernize PDs
  • Incorporate approved language
  • Prepare workforce profiles and related classification products
  • Enter and maintain classification documents and data in the Coast Guard position classification system
  • Use Government-Furnished Equipment (GFE)
  • Operate on client-secured networks
  • Deliver accurate, timely classification products that comply with OPM, DHS, and Coast Guard policy
  • Ensure classification products require no more than minor revision
