Job Summary
Civil Engineer for Capital Planning responsible for developing short- and long-term capital improvement plans for assigned urban water districts in support of the 2027 GRC filing; evaluate infrastructure conditions, perform life cycle cost analyses, prepare project justification documents for CPUC filings, coordinate with internal/external stakeholders, and support data requests and settlements. Requires familiarity with CPUC processes, asset management platforms (Maximo), and strong technical writing; preferred PE license or EIT, hydraulic modeling tools, GIS, and project management experience.
Required Qualifications
- Bachelor’s degree in civil engineering
- Direct experience supporting a California regulated water utility GRC filing — internal staff or external consultant
- Engineering experience in water system planning, design, construction, or cost estimating
- Working knowledge of the CPUC capital justification process: project need documentation, data requests, rebuttals, and settlements
- Proficiency with Maximo or a comparable enterprise asset management platform
- Strong technical writing skills for defensible justification documents under regulatory deadlines
- Proficiency with Microsoft Office — Word, Excel, PowerPoint, and SharePoint
- Valid California Driver’s License
