Implement the City Council's vision by carrying out its policies and ordinances while overseeing day-to-day government operations for a team of 167 FTEs across ten departments. Direct all administrative functions and lead the development of strategic goals through a balance of hands-on management and effective delegation to key staff. Appoint department managers and report directly to the five-member City Council. This role serves as the administrative head of the City of Kirksville, a third-class city in northeast Missouri with a $59.6 million annual budget. The position requires a candidate with experience in municipal administration and strategic planning.
