Job Summary
Lead financial strategy to support redevelopment of aging housing assets, including structuring and financing transactions utilizing Low-Income Housing Tax Credits, tax-exempt bonds, and public-private partnerships. Serve as a trusted advisor to the President & CEO and Board of Commissioners on all financial matters, developing long-term strategies aligned with organizational goals. Oversee full compliance with HUD regulations, GAAP, and applicable federal, state, and local requirements while driving long-term financial sustainability. Direct core financial functions including budgeting, forecasting, treasury, and debt management across the Housing Authority's complex portfolio of HCVP and RAD properties.
Required Qualifications
- Bachelor's degree in Finance, Accounting, or related field
- CPA
- Minimum of 10–15 years of progressive financial leadership experience, including senior executive roles
- Significant experience in public housing authorities, affordable housing, or real estate development
- Demonstrated expertise in LIHTC transactions (9% and 4%)
- Demonstrated expertise in tax-exempt bond financing
- Demonstrated expertise in RAD conversions and repositioning strategies
- Experience working with developers, syndicators, and investors
- Deep knowledge of HUD financial regulations and reporting requirements
- Deep knowledge of HCVP financial management and funding mechanisms
- Deep knowledge of multi-entity and partnership accounting structures
- Advanced financial modeling and proforma development
- Strong understanding of real estate finance and capital structuring
- Experience with financial systems (e.g., Yardi)
- Expertise in GAAP, internal controls, and audit processes
