Conduct complete cost analysis of the Design and Construction Document (DCE), define resource needs, and prepare the operation launch. Develop the study schedule, track progress, and identify technical and financial risks. Evaluate opportunities, manage internal and external contractors, and analyze bid offers against the DCE plan. Calculate the GO, site fees, close, and covered costs, while monitoring cost evolution and offer traceability. Draft technical memoranda, prepare and control the bid, and execute pre-buclage with service management. Conduct technical and strategic buclages with the General Director, follow the case file, and participate in negotiations. Collaborate with MOE teams on design and realization, manage market file preparation, oversee initial handover to work teams, and deliver experience reports.
