Job Summary
As the CES Program Manager for Orange County, you will oversee day-to-day CES operations, provide leadership to CES Administrators, and manage the CES infrastructure, HUD/HMIS data standards, and stakeholder engagement for Orange County homeless systems of care. You will lead collaboration with the CES Lead Agency and participating agencies, develop HUD/CES-compliant assessment and prioritization schemas, oversee monthly administration reporting and dashboard presentations, and create training, technical assistance, and evaluation mechanisms to improve CES effectiveness. You will ensure services reflect Housing First, trauma-informed care, client safety, and harm reduction, and you will respond to emergency calls as required by the contract. You will lead population-specific components of the Coordinated Entry System and ensure staff understand contract expectations, case management, and supervisory expectations. The role requires strong analytical, collaboration, communication, creativity, initiative, critical thinking, and ethical conduct, with a preference for experience in healthcare or homeless services, supervisory experience, and a bachelor’s degree in related fields. Driving is an essential function; California-based work expectations apply. This role is on-site with no fully remote option, and eligibility to work in the U.S. is required.
Required Qualifications
- Two (2) years of experience in healthcare, case management, homeless services or working with vulnerable populations.
- One (1) year experience with HMIS (and the ability to maintain access), social services, or nonprofit administration, specifically regarding HUD-funded programs.
- A bachelor’s degree from an accredited four-year college or university with major coursework in Community Development, Social Work, Public Administration, Urban Planning, Human Services, or a related field (preferred).
- CPR/First Aid training (mandatory).
- Tuberculosis Test (mandatory).
- Background Screening (mandatory).
- Drug Test (mandatory).
- Have employment eligibility verification (mandatory).
