Job Summary

Conduct weekly certified payroll reporting using federal Form WH-347 and state/local portals, ensuring all workers and subcontractors are correctly classified and compensated. Research prevailing wage rates, fringe benefit calculations, and job classifications across active public works contracts while maintaining audit-ready records for statutory retention. Serve as the primary liaison for external audits, public agency requests, and Labor Compliance Programs, resolving wage discrepancies with subcontractors. Process or audit weekly union and non-union field payroll, collaborating with project managers to resolve timecard discrepancies. Manage company-wide payroll administration, comprising 10% weekly prevailing wage and 90% bi-weekly payroll for approximately 250 FTE.

Required Qualifications

  • Minimum 3–5 years of specialized certified payroll and prevailing wage experience within the construction industry
  • Deep understanding of the Davis-Bacon and Related Acts (DBRA), state prevailing wage laws, and Fair Labor Standards Act (FLSA)
  • Hands-on experience with construction payroll software (Paylocity; QuickBooks) and labor compliance platforms
  • Advanced proficiency in Microsoft Excel (VLOOKUPs, pivot tables, data reconciliations)
  • Exceptional accuracy, data verification skills, and the ability to strictly meet non-negotiable weekly deadlines

  • Weekly Certified Payroll Reports (CPRs) using federal Form WH-347 as well as state/local electronic portals
  • Research, analyze, and maintain up-to-date prevailing wage rates, fringe benefit calculations, and job classifications across all active public works contracts
  • Calculate and allocate hourly fringe benefit credits (health, pension, training funds, cash-in-lieu) in compliance with government regulations
  • Serve as the primary point of contact for external audits, public agency requests, and Labor Compliance Programs (LCPs)
  • Maintain organized, audit-ready records for the required statutory retention period (typically 3+ years)
  • Track apprentice-to-journey-level worker ratios and submit required apprenticeship training fund contributions and documentation
  • Monitor subcontractor compliance with prevailing wage requirements
  • Review and approve subcontractor certified payroll submissions before owner/agency billing
  • Track and resolve non-compliance issues or wage discrepancies with subcontractors
  • Process or audit weekly union and non-union field payroll for accuracy regarding hours, overtime, double-time, and job cost coding
  • Collaborate with project managers and field superintendents to resolve timecard discrepancies and ensure accurate daily reporting
  • Cross-train with internal accounting personnel to support general payroll processing, garnishments, and year-end reporting (W-2s/1099s)

Desired Qualifications

  • Certified Payroll Professional (CPP) or Fundamental Payroll Certification (FPC) through PayrollOrg (formerly APA)
