Job Summary
Plan, organize, and supervise daily operations for assigned Head Start or Early Head Start centers, including two or more classrooms. Direct teaching and family service staff to develop, implement, and monitor service plans that achieve educational outcomes while ensuring compliance with federal regulations and licensing standards. Manage recruitment, enrollment, and parent committee activities to promote family involvement and satisfaction. Conduct classroom observations, mentor staff on curriculum delivery, and oversee meal service and transportation logistics. Respond to parent inquiries, resolve community concerns, and address child or family emergencies with considerable independence. Maintain accurate children's files, compile site reports for funding agencies, and perform mandated facility inspections to uphold health and safety protocols.
Required Qualifications
- Graduation from a four-year college or university with a BA/BS
- Major in early childhood education, child development or a closely related field
- 15 semester units in child development
- 3 units in administration or staff relations
- 6 units of Infant/Toddler development
- Knowledge of principles and methods of instruction, care and supervision of infants, toddlers and pre-school children
- Knowledge of concepts of child development and child behavior patterns of infants, toddlers and pre-school children
- Knowledge of MAAC policies and procedures
- Knowledge of Head Start Performance Standards
- Knowledge of relevant federal, state and local regulations applicable to the operations of a Head Start/EHS center
- Knowledge of health and safety regulations and requirements for maintaining Head Start/EHS centers and grounds in a safe, clean and orderly condition
- Knowledge of federal, state and local laws, regulations and court decisions applicable to assigned areas of responsibility
- Knowledge of MAAC administrative procedures and forms applicable to the operations of a Head Start/EHS center
- Knowledge of principles and practices of sound business communication
- Knowledge of correct English usage, including spelling, grammar and punctuation
- Knowledge of computer hardware and standard business software
- Knowledge of principles and practices of effective supervision
- Knowledge of MAAC human resources policies and procedures
- Knowledge of applicable Head Start regulations and labor contract provisions
- Ability to ensure Performance Standards are met and compliance with all applicable regulations is maintained at all times
- Ability to develop and implement developmentally appropriate curriculum, lesson plans and instructional strategies to meet the needs of infants, toddlers and preschool-aged children
- Ability to create and maintain a safe learning environment
- Ability to observe and document child development, behavior and health
- Ability to operate a computer using standard business software
- Ability to prepare clear, concise and comprehensive documentation, reports and other written materials
- Ability to organize, set priorities and exercise sound independent judgment within areas of responsibility
- Ability to communicate clearly and effectively, orally and in writing
- Ability to maintain sensitive and confidential information
- Ability to exercise tact and diplomacy in dealing with sensitive and complex issues and situations
- Ability to establish and maintain effective working relationships with center staff, parents, children, other division managers, the community and others encountered in the course of work
