Job Summary

Category Manager O&M responsible for end-to-end commercial ownership of recurring service and materials categories sustaining Boardwalk's pipeline system across multiple states. Develop and execute category strategies across sub-categories (pipeline integrity, cathodic protection, right-of-way, field services, environmental, equipment rental, MRO), manage spend analytics, supplier engagement, and contract governance. Lead sourcing lifecycle (RFP/RFQ, negotiations, and award) in collaboration with Legal, Insurance, Treasury, and Risk Management; maintain contract records in ERP; oversee post-award administration and KPI-driven contractor performance. Drive contractor qualification standards, regional and national supplier strategies, and compliance with PHMSA/DOT requirements; partner with Operations, IS/Field teams, and senior leadership to deliver cost savings, service reliability, and reduced Maverick spend. Prefer candidates with CPSM/CSCP, ERP experience (Oracle EBS/SAP), and contractor-safety platforms (ISNetworld/Veriforce). Ensure a drug-free workplace and equal opportunity employment.

Required Qualifications

  • Bachelor's degree in supply chain, business, engineering, or a related field
  • 8 to 12 years of progressive experience in procurement, strategic sourcing, or category management with focus on O&M services, field services, or MRO categories in oil & gas, pipeline, or utilities
  • Experience managing service contractor portfolios across multiple geographic regions including MSA development, performance management, and safety qualification programs
  • Experience with pipeline integrity services, cathodic protection, or right-of-way maintenance contracting (preferred)
  • Familiarity with PHMSA pipeline integrity management regulations and implications for O&M contracting, scheduling, and service provider selection
  • Professional certification in supply chain or procurement (CPSM, CSCP, or equivalent) preferred
  • Experience with Oracle EBS, SAP, or comparable ERP platforms in O&M or services procurement workflow (preferred)
  • ISNetworld, Veriforce, or comparable contractor safety management platform experience preferred
  • Strong analytical capabilities in spend analysis, cost benchmarking, contractor performance metrics, and savings reporting
  • Ability to engage field-level operations stakeholders and translate requirements into structured commercial strategies
  • Knowledge of safety prequalification standards, insurance provisions, and contract risk allocation
  • Ability to develop and monitor KPIs for contractor safety, on-time mobilization, and invoice accuracy
  • Commitment to compliance with sourcing policy, bid requirements, and regulatory standards (PHMSA/DOT)
