Cash Consortium Lead

Job Summary
Cash Consortium Lead provides strategic, operational, and coordination leadership to the Ethiopia Cash Consortium (ECC) and serves as the principal focal point across consortium partners for harmonization, implementation oversight, reporting, representation, learning, and timely information sharing. The role leads the Consortium Management Unit to ensure coordinated, accountable, high-quality, and cost-efficient delivery of consortium objectives in alignment with donor expectations, governance structures, and humanitarian coordination mechanisms. Responsibilities include guiding strategic and technical implementation of consortium cash programming, promoting harmonized approaches across members (targeting, transfer modalities, market monitoring, SOPs, MEAL), ensuring effective communication and information sharing, and representing ECC with donors, government stakeholders, and external humanitarian actors. The role also encompasses governance and partnerships, MEAL, accountability and learning, and ensuring cost-efficiency, with senior-level leadership, strategic planning, adaptive management, and capacity strengthening across consortium teams. Qualifications emphasize a Master's degree and extensive managerial experience in humanitarian cash Programming, emergency response, and consortium management, with ability to work in Amharic or local languages preferred.
Required Qualifications
- Master's degree in development or related fields
- Significant management experience in emergency response or fragile contexts
- Direct experience implementing cash assistance programs, market analysis and economic recovery
- Experience managing technical teams in CVA implementation
- Experience as Consortium manager (preferred) or similar governance/coordination roles
- Project management experience
- Experience with community participation and accountability mechanisms
- Demonstrated monitoring and evaluation skills
- Ability to provide advisory and hands-on implementation
- Proficiency or preference for Amharic and other local languages
