Job Summary

Conduct initial and subsequent client interviews to determine eligibility for employment and financial assistance under the Ontario Works Act. Negotiate employment activities and stability supports to reconnect participants toward independence while issuing assistance through the SAMS provincial software. Manage Ontario Works caseloads by making determinations on refusal, reduction, or cancellation of aid, and provide formal notice and review processes for eligibility issues. Complete assigned data clean-up, data entry, and reporting requirements to support accurate eligibility decisions and audit compliance. Assess client needs for direct referrals to programs such as ODSP and CPP, and offer community resource guidance on budgeting, housing, and food security. Contribute to team committees to develop strategies for meeting employment outcomes and optimize customer service. Perform duties during peacetime emergencies as set forth in the County of Hastings Emergency Response Plan.

Required Qualifications

  • University Degree
  • College Diploma in Social Service Work
  • related practical experience
  • Two years' work experience in a Social Services Environment
  • Strong working knowledge of the Ontario Works Act
  • comprehensive knowledge of related acts and legislation specifically the Ontario Disability Support Program (ODSP)
  • comprehensive knowledge of related acts and legislation specifically the Municipal Freedom of Information and Protection of Privacy Act (MFIPPA)
  • Ability to calculate and analyze eligibility for financial and employment assistance
  • Strong customer service and conflict resolution skills
  • Ability to take initiative and work independently as well as within a team setting
  • Capacity to work well under pressure and remain flexible in a dynamic environment
  • Effective communication and interviewing skills
  • Ability to interact with staff, clients, outside agencies and the general public
  • Ability to apply discretion and good judgement when dealing with highly confidential and sensitive issues and situations
  • Ability to identify and respond to service barriers
  • Ability to organize and prioritize work to meet Ministry requirements and ongoing project initiatives and deadlines
  • extensive awareness of other government funded income security programs
  • awareness of the local labour market including community training and educational opportunities
  • Strong computer skills
  • knowledge of Microsoft Outlook
  • knowledge of Microsoft Word
  • knowledge of Microsoft Excel
  • Thorough working knowledge of the Social Assistance Management System (SAMS)
  • Must obtain and maintain a satisfactory Criminal Record Check (CPIC)
  • current valid Driver's License
  • reliable transportation

Desired Qualifications

  • University Degree (preferred)
  • College Diploma in Social Service Work with related practical experience
  • Thorough working knowledge of the Social Assistance Management System (SAMS) is preferred
  • A diploma or degree in an alternate discipline may be considered equivalent
