Job Summary

Lead strategic oversight for workforce development initiatives supporting CalWORKs participants, focusing on developing employer partnerships, expanding work-based learning opportunities, and coordinating workforce training programs. Design, deliver, and continuously improve employment and career pathway programs while establishing measurable objectives related to employment, retention, and participant success. Manage project budgets and invoicing, monitor program effectiveness through data analysis, and lead weekly status updates with clients and project teams. Provide coaching and professional development opportunities while ensuring compliance with federal, state, county, and CalWORKs regulations. Collaborate with regional workforce partners to align training with industry needs and identify internships, apprenticeships, and job shadowing placements.

Required Qualifications

  • Bachelor's degree or higher
  • 6+ relevant work experience
  • 3+ years of relevant work experience in the field
  • Direct supervisory or management experience
  • Must reside in San Diego County
  • Must be available for full-time (Mon-Fri) in-office work
  • Must be available for travel between offices
  • PCG does not sponsor newly hired foreign national workers for work authorization, including H-1B sponsorship
  • Excellent communication, interpersonal and client-facing skills
  • Ability to work independently and on a team
  • Knowledge of workforce development principles, employment services, and career pathway models
  • Knowledge of CalWORKs, public assistance programs, and or employment-related regulations
  • Understanding of labor market trends and employer workforce needs
  • Strong partnership-building and relationship management skills
  • Excellent leadership, communication, and presentation abilities
  • Experience using data to drive program improvement and measure outcomes
  • Ability to manage multiple projects and priorities simultaneously
  • Ability to work effectively with diverse populations and underserved communities
  • Strong problem-solving and strategic planning skills
  • Ability to understand and interpret federal and state laws and regulations
  • Ability to analyze and manage significant amounts data and produce written reports
  • Ability to effectively communicate project status, issues and information to the client
  • Ability to manage a team and effectively coordinate project tasks across multiple sites
  • Strong Microsoft Office applications skills
