Job Summary
Lead the planning, development, testing, deployment, and evaluation phases of the SDLC for the GACAPS system. Elicit, document, and maintain functional and non-functional requirements as enhancement user stories while participating in business requirement gathering sessions with subject matter experts and vendors. Support the user community by creating and maintaining business and system process flows, developing training materials, and providing functional assistance. Review technical requirements from vendors and analyze issues or bugs to present resolution recommendations. Coordinate with Agile Solution Managers and CAPS Business Solution Owners to ensure automated systems align with program policies and best practices. Act as a liaison between business users and technical staff throughout the implementation of business process automation and change management plans.
Required Qualifications
- Bachelor's degree in a related field from an accredited college or university
- Four or more years of experience with technology development projects acting as a liaison between business users and technical staff
- Two or more years of experience automating and documenting business processes
- Two or more years of experience creating user stories based on collected requirements and well-defined acceptance criteria on a software project management platform such as JIRA, DevOps, Microsoft Project, or TFS
- Certified Business Analyst Professional (CBAP), Certification of Capability in Business Analysis (CCBA), Project Management Institute Business Analyst (PMI-PBA), or similar certification
- Advanced skills in Microsoft Word, Excel (e.g., VLOOKUPs and pivot tables), and PowerPoint
- Intermediate skills in SharePoint and information databases
- Excellent oral, written, analytical, presentation and interpersonal communication skills
- Ability to communicate complex information in a clear and concise manner
- Ability to organize and evaluate data to drive decision making
- Ability to evaluate program and process effectiveness
- Understanding of how data systems interact and ability to troubleshoot data discrepancies
- Strong knowledge/experience of program development and implementation
- Ability to gather business user needs and translate those needs to technical staff that are responsible for the coding and development of data systems
- Ability to exercise judgment, decisiveness and creativity in situations involving the evaluation of information against sensory, judgmental, or subjective criteria, as opposed to that which is clearly measurable or verifiable
- Knowledge of the needs and processes necessary to automate processes
- Ability to understand business user needs and translate those needs to technical staff that are responsible for the coding and development of technical systems
- Ability to multi-task, prioritize and work independently as well as in team environments
- Ability to collaborate and work effectively as a team member
- Ability to develop trusting relationships and resolve conflict
- Ability to work with diverse communities and sensitivity to needs and concerns of various cultural groups
- Close visual acuity to perform an activity such as: preparing and analyzing data; viewing a computer terminal; extensive reading and visual inspection
- Full range of hand and finger motion for data entry purposes
- Candidates must reside within 400 miles of the DECAL headquarters to allow for in-person meetings
- A background check will be completed upon hire, which may consist of any or all of the following: criminal and employment histories, credit history (as applicable to the position), education credentials, and motor vehicle driving records
