Job Summary
CAPPS Technical Oversight Analyst (Contractor) at RESPEC leading strategic technical oversight of the CAPPS ERP program for Texas, serving as a senior technical adviser on CAPPS Central, guiding vendor accountability, and communicating with agency leadership. Responsibilities include developing strategic roadmaps, translating technical concepts for executive audiences, overseeing CAPPS Central production across 100+ agencies, ensuring SDLC compliance and data quality, supervising IT service desk operations per ITIL, and contributing to WCAG 2.1 accessibility efforts. Requires deep CAPPS Central experience, PeopleSoft FSCM/HCM 9.2 skills, and a proven track record in statewide ERP environments; onsite presence in Austin, TX may be required.
Required Qualifications
- 10+ Years of Experience in: Texas State Government Support (direct experience with a Texas state agency in a technical capacity)
- ERP Application Systems Support in a state government environment (financial and HR/payroll platforms)
- CAPPS Program Technical Support (support for CAPPS Central production and deployment, 100+ agencies, multiple Hub instances)
- PeopleSoft Technical Stack (FSCM or HCM 9.2, PeopleTools, PeopleCode, Application Designer, SQL, PS Query, SQR, Application Engine, Oracle 11+)
- SDLC / Data Integration / Data Quality in an enterprise ERP environment
- Technical Project Management for large government ERP programs
- Contract Interpretation & Vendor Accountability (holding vendors to SLAs, documenting issues)
- Executive-Level Communication (briefings and materials for senior government stakeholders)
- ITIL Framework & IT Service Desk Operations (8+ years in ITIL-enabled environments)
- BOSSDesk or comparable ITIL-compliant service desk platform (3+ years hands-on)
