CAPPS PeopleSoft Developer/Consultant for CPA, Austin, Tx

Job Summary
Conduct senior-level PeopleSoft HCM development and functional configuration for the Texas Comptroller's CAPPS program, including HR security setup, workflow engine customization, and SQL-driven data integration. Interpret state statutes and federal labor laws to design system changes, define FMLA plans, and ensure WCAG 2.1 accessibility compliance across all digital content. Provide Level 2 service desk support for complex ticket handling, manage fiscal year-end and legislative mandate cycles, and deliver cross-training to junior analysts. Maintain multi-tenancy security standards and participate in disaster recovery testing and SOC-1 audits.
Required Qualifications
- 8 years, Required - Extensive Texas public sector experience, directly working for or supporting a Texas state government agency
- 8 years, Required - Extensive experience supporting the HR module in PeopleSoft HCM version 9.2
- 8 years, Required - Extensive knowledge and understanding of State of Texas applicable policy
- 8 years, Required - Extensive knowledge of federal labor laws
- 8 years, Required - Experience preparing WCAG 2.1-compliant materials for distribution
- 8 years, Required - Experience in interpreting contractual language and integrating it into daily workflows, while consistently holding vendors accountable to contractual requirements
- 8 years, Required - Extensive knowledge of/experience with data integration, data quality, and SDLC processes and methodologies
- 4 years, Required - Experience performing functional project management activities in support of CPA's CAPPS program
- 3 years, Required - Knowledge of Information Technology Infrastructure Library principles and practices for IT activities such as IT service management (ITSM) and IT asset management (ITAM) that focus on aligning IT services with the needs of the business
- 3 years, Required - Experience with CAPPS Central production and expansion functional support activities for more than 100 agencies and 5 Hub instances
- Must be US Citizen, Green Card, EAD. No H1B
Desired Qualifications
- 4 years, Preferred - CPA experience supporting the FMLA module to enter and track FMLA balances for all FMLA plan types in the CAPPS system
- 4 years, Preferred - CPA experience participating in Fiscal Year-End processes specific to reorganizational changes and legislative mandates for CAPPS
- 4 years, Preferred - CPA experience supporting CAPPS by loading mass salary actions for agencies
- 4 years, Preferred - CPA experience performing customer-facing responsibilities in support of the CAPPS expansion efforts for Central and Hub agencies
- 4 years, Preferred - CPA experience gathering requirements and writing functional specifications for legislatively mandated benefit enrollment programs using web services to communicate between different state agencies for CAPPS
- 4 years, Preferred - Experience performing SQL actions needed to keep the CAPPS, and SPRS systems in sync
- 4 years, Preferred - Experience with and knowledge of CPA's legacy Statewide Financial Systems production support activities
