Job Summary

Capital Projects Manager at Rochester Housing Authority oversees all project management duties for contracted capital improvement projects. Supervises the Project Development Department, supervises staff, and ensures contract specifications are issued for bid, contractor performance aligns with HUD codes and standards, and obligations are met within HUD-approved timelines. Responsibilities include reviewing RFPs, attending pre-bid meetings, coordinating budget revisions to HUD, monitoring fund disbursements, liaising between Public Housing Operations and Property Development, validating inspections, processing change orders, presenting justifications to the RHA Board, managing the 5-year plan and capital budget, and coordinating monthly status meetings. Requirements include knowledge of construction materials and terminology, supervisory practices, HUD procurement policies, bid processes, ability to interpret contracts, prepare and explain technical information, and the ability to drive and work with diverse teams.
