CAD/RMS Program Manager -Public Safety Technology Lead - MD

CAD/RMS Program Manager leading governance and technical oversight for a multi-agency public safety technology environment (CAD, RMS, Mobile, reporting, integrations, automation). Provides enterprise-level leadership across six state agencies and multiple contractors/vendors, ensuring continuity of critical public safety operations, governance, and delivery of complex system enhancements and modernization. Oversees program planning, execution, stakeholder coordination, resource management, and technical solution delivery while maintaining high availability and performance of mission-critical systems. Interfaces with Maryland State Police leadership and other stakeholders; requires onsite presence at Pikesville, MD with possible hybrid arrangements. Responsibilities include program governance, contractor/vendor management, technical oversight of CAD/RMS solutions, requirements analysis, implementation of system changes, incident management, SLA performance, budget tracking, and compliance reporting (including NIBRS). Preferred qualifications include experience with public safety agencies, SQL/JavaScript/HTML, dashboards, automation, and cross-agency operations. U.S. citizenship is required per federal contract requirements.
