Job Summary
Perform systems engineering and analysis of Foreign Military Sales country requirements, applying technical knowledge of C5ISR systems including Combat Net Radio, sensors, night vision, and satellites. Assess configuration management of assigned equipment and analyze contract technical deliverables for adequacy, including system design documents, test plans, and operator manuals. Vet release of requested equipment in accordance with the Security Assistance Management Manual and develop Acquisition Requirements Packages for definite and indefinite delivery contracts. Conduct market research, advise Source Selection Evaluation Boards, and witness test and acceptance events. Prepare justification and approval documents, urgency statements, and engineering change proposals for Government review. Brief organizations and customers using Microsoft tools and converse with technical skill-sets across Country, Office of Security, and vendor partners. Requires Secret level clearance, 10+ years of experience, and ability to travel including OCONUS.
Required Qualifications
- Bachelor's degree, in an Engineering or related field
- 10+ years of relevant experience
- FMS experience
- Experience writing technical documentations including ARPs, SOW/PWS, IGCE, Acquisition Plan, J&A, Technical Evaluations, MTCR Memos
- Formalized training completed in Missile Technology Control Regime (MTCR)
- Ability to prepare and brief senior management
- Effective communication with a wide range of groups including internal and external customers and high-ranking government officials
- Highly organized with the ability to see both the details and the big picture
- The ability to ask the right questions to clarify and specify customer requirements needed to develop SOW/PWS documentation
- Aptitude to work independently under general guidelines or objectives that supports a team goal
- Must be willing to travel, including OCONUS
- Must currently hold a security clearance at the Secret level
- US Citizenship

- Familiarity with multiple C5ISR technologies, such as Radios, Communication equipment, Night Vision Devices (NVDs), IT equipment, Generators, Sensors, and Satellites
