(C) Project Engineer II – NAVSEA Ship Repair & Modernization

Job Summary

Lead technical engineering support for U.S. Navy ship repair, maintenance, and modernization projects by interpreting contract requirements, NAVSEA Standard Items, and military standards to ensure safe, compliant execution. Develop Production Control Procedures, Critical Lift Plans, and engineering work packages while resolving technical issues and challenging unauthorized scope growth through documented analysis. Coordinate with Program Management, Production, and Government stakeholders to negotiate Requests for Contract Change and equitable adjustments, ensuring all deliverables meet inspection and certification standards. Provide sound technical guidance during planning, testing, and final certification activities for surface combatant availabilities.

  • Serve as the primary technical engineering representative assigned to NAVSEA surface ship repair and modernization availabilities
  • Thorough understanding of NAVSEA Standard Items, Joint Fleet Maintenance Manual (JFMM), military specifications, ship drawings, and Government contract requirements
  • Working knowledge of Navy modernization programs, depot maintenance, and surface combatant repair activities
  • Bachelor's degree in Mechanical Engineering, Marine Engineering, Naval Architecture, Electrical Engineering, Civil Engineering, or related engineering discipline
  • Minimum of three (3) years of engineering experience supporting ship repair, shipbuilding, heavy industrial manufacturing, or Department of Defense maintenance programs
  • Ability to access all areas of vessels under construction or repair, including climbing ladders, entering confined spaces, and working aboard ships in industrial environments
  • Ability to wear required Personal Protective Equipment (PPE)
  • Ability to occasionally lift up to 30 pounds

Desired Qualifications

  • Licensed Professional Engineer (PE) or Engineer-in-Training (EIT) certification
  • Experience supporting DDG, CG, LCS, LPD, CVN, or submarine availabilities
  • Experience with NAVSEA Standard Items, 4E Specifications, Standard Drawings, Ship Alteration (SHIPALT) packages, and Combat Systems modernization
  • Experience supporting Requests for Contract Change (RCCs), Contract Field Requests (CFRs), Requests for Equitable Adjustment (REAs), Undefinitized Contract Actions (UCAs), and engineering change management
  • Familiarity with Earned Value Management (EVM), Integrated Master Schedules (IMS), and production planning
  • Experience supporting NAVSEA, Regional Maintenance Centers (RMC), Military Sealift Command (MSC), U.S. Coast Guard, or equivalent government ship repair programs
  • Demonstrated experience interpreting complex technical specifications and engineering documentation
  • Proficiency with Microsoft Office Suite
  • Experience with AutoCAD, Bluebeam, Microsoft Project, and engineering document management systems
