Job Summary
Assist the Purchasing Department with complex projects and daily purchasing-related functions in sourcing, vendor management, and contracting. Represent the department in purchasing discussions and meetings. Lead cradle-to-grave procurement activities including pre-award and post-award processes, RFx (RFP, RFQ, ITB/IFB), quotes and cooperative purchases (EDGAR, ARM and FEMA compliant). Recommend updates to purchasing policies, coach/mentor staff, manage assigned commodities, analyze requisitions for best value, negotiate prices, and issue purchase orders. Monitor spend by commodity, advise on procedures for acquiring goods and services in compliance with procurement laws and district policies, and coordinate training materials and presentations. Conduct off-site visits and meetings as required; prepare board agenda items; maintain accurate records; support interdepartmental projects (FF&E, facilities construction/renovation). Proficiency with Windows, Word, Excel, Zoom, Teams; strong communication, confidentiality, and organizational skills. Flexible schedule with ability to adapt to changing priorities; regular attendance required.
Required Qualifications
- College hours, high school diploma or GED (required)
- bachelor’s degree (preferred)
- Two (2) years school district experience with high school diploma/GED or one (1) year school district purchasing experience with a bachelor’s degree (preferred)
- Professional certification (preferred)
- Working knowledge of applicable Texas governmental purchasing laws and regulations
- Self-starter/motivated, organized, and detail-oriented
- Excellent written and verbal communication, public relations and organizational skills
- Ability to maintain confidentiality of work-related information and materials
- Above average word processing and spreadsheet skills
- Lead complex procurement projects from cradle-to-grave (pre- and post-award)
- RFx processes (RFP, RFQ, ITB/IFB), quote, Cooperatives
- Negotiate price and issue purchase orders
- Forecast, analyze district product/service usage by spend/commodities
- Maintain procurement records and board agenda items
- Attend meetings, trade shows, and conferences to learn industry trends
