Business Systems Analyst / JIRA Administrator

Job Summary
Set up, configure, and administer the JIRA environment supporting delivery, including projects, workflows, permissions, boards, sprints, dashboards, and integrations. Manage sprint planning, backlog grooming, and execution across workstreams while gathering, documenting, and maintaining system requirements with full traceability. Apply Agile methodologies to support Scrum ceremonies and assist in transitioning delivery practices from waterfall to Agile. Identify, capture, and report key performance measures, establishing a baseline within 30 days of contract award and providing monthly reporting. Integrate JIRA with CI/CD pipelines and test management tooling for end-to-end delivery visibility. Provide technical guidance on business implications of system applications. This contingent contract requires a Secret clearance and PMP certification.
Required Qualifications
- Four (4) years
- BS/BA in Information Systems, Business, Engineering, or a closely related discipline, or equivalent additional relevant experience
- Secret
- IT-II Non-Critical Sensitive security clearance or Tier 3 (T3) at time of proposal submission
- Project Management certification (i.e., Project Management Professional (PMP) certification or other equivalent/recognized Project Management certification)
- Many years of experience setting up and managing projects and sprints in JIRA
- Many years of experience in Agile methodologies
- Demonstrated experience gathering and managing system requirements
- Experience working with DOD Lifecycle management
