Job Summary

Business Development Manager responsible for owning market strategy, developing and leading proposals, and building long-term relationships with owners, engineers and developers in heavy civil construction. Identify and develop opportunities for Design-Build and P3 projects, oversee pipeline tracking across public and private sectors, and provide market insights to inform strategy. Lead full lifecycle of proposals from opportunity identification to contract award, develop value propositions and win strategies, and engage design and joint-venture partners. Monitor market shifts, client priorities, and emerging delivery models to identify new growth opportunities and support long-term planning. Requires a minimum of 5 years in heavy civil construction with emphasis on Design Build or alternative delivery, a Bachelor's degree (Engineering/Construction Management/Business), and MBA preferred; track record of winning contracts >$20M.

Required Qualifications

  • Minimum of 5 years of experience in heavy civil construction with emphasis on Design Build or alternative delivery related to roads, bridges or water/sewer projects
  • Bachelor's of Engineering degree, Construction Management or Business is required
  • MBA is highly preferred
  • Proven experience of winning contracts in excess of $20 million dollars
