Job Summary
Gather, prioritize, and evaluate as-is and to-be business requirements, functional and non-functional requirements, and perform capabilities and requirements gap analysis for Federal IT Budget portfolios. Identify opportunities for user journey, user interface, and system improvements while integrating system modeling with data and process modeling. Develop analytical dashboards and data visualization products to identify trends, track program performance, and provide leadership with actionable insights. Apply analysis to provide expertise on the Federal IT Budget process and data requirements, and document critical information from stakeholder meetings. Work within an improvement team looking across data, process, and systems to capture and assess capabilities.
Required Qualifications
- Possess an active TS/SCI security clearance
- Bachelor's degree in a technical field such as computer science, information systems, engineering, mathematics, physics, or similar. A high school diploma and 4 years of additional technical experience may be substituted for a Bachelor's degree
- 10+ years of experience in business analysis or a related field, to include process improvements (e.g., six sigma, business process management, lean, etc.)
- Experience with documenting and developing business capability requirements
- Experience in documenting 'as is' and 'to be' systems
- Proven experience in reporting tool development, interface design, and data storage
- Strong analytical skills and experience performing requirements analysis
- Ability to gather and document critical information from stakeholder meetings
- Ability to identify and implement effective solutions for business software systems
- Experience monitoring and managing system modifications or changes
- Proven ability to plan and implement major work assignments
- 2-3 days per week performed onsite at the Mark Center in Alexandria, VA and 2-3 days remote
