Business Analyst Systems Engineer

Job Summary
Support requirements elicitation sessions with business and technical stakeholders to analyze operational workflows and identify system needs. Document functional, non-functional, interface, and business requirements while developing user stories, use cases, and acceptance criteria. Maintain requirements traceability throughout the project lifecycle and produce documentation supporting system implementation, including functional specifications, interface control documents, and data flow diagrams. Collaborate with software developers, testers, cybersecurity, and infrastructure teams to clarify requirements and support system integration planning, testing, and defect resolution. Perform impact analysis for proposed system changes and participate in design reviews and technical working groups. Ensure requirements remain complete, testable, and traceable during verification activities while assisting with project planning to identify technical dependencies and risks.
Required Qualifications
- Onsite once (1) per week
- Ability to report onsite, as needed, for program execution in Suitland, MD
- 8+ years professional systems engineering or related experience
- Bachelor's Degree in related field
- Ability to obtain and maintain a Public Trust security clearance
- United States Citizenship
- Must have experience supporting the analysis, design, development, integration, and implementation of enterprise information systems
- Experience with requirements elicitation and analysis with business and technical stakeholders
- Current or prior U.S. Census Bureau experience or experience with Federal systems engineering
- Experience eliciting and documenting business (BRD) and system requirements
- Demonstrated experience applying systems engineering principles across the full system lifecycle, including concept development, requirements engineering, architecture, integration, verification, and transition to operations
- Experience creating functional specifications, interface documentation, and technical artifacts
- Experience documenting system interfaces and integration requirements
- Experience with cloud and/or on-premises enterprise systems
- Experience supporting software development lifecycle (SDLC) activities
- Experience with interface standards including REST APIs, SOAP, XML, JSON, messaging services, and batch integrations
- Experience working with cross-functional teams including developers, testers, infrastructure, cybersecurity, and business stakeholders
- Strong analytical, documentation, and communication skills
- Ability to manage multiple assignments with minimal supervision
Desired Qualifications
- Experience with Federal systems engineering
- Experience using Sparx Enterprise Architect or similar modeling tools
- Experience using requirements management tools such as Jira, IBM DOORS, Jama, or similar tools
- Familiarity with Model-Based Systems Engineering (MBSE) concepts and SysML
