Job Summary

Conduct process analysis and documentation by engaging with business units to map legacy workflows and identify operational bottlenecks. Translate business needs into functional requirements, acceptance criteria, and Azure DevOps work items while collaborating with developers to refine user stories. Develop test plans and execute functional testing in development and test environments to validate solution accuracy, then coordinate user acceptance testing sessions with stakeholders. Serve as a liaison between business and technical teams to ensure alignment on organizational goals and support change management activities. This 5-7 year contract with the Teachers' Retirement System of Oklahoma involves modernizing aging legacy systems using a new Angular and Azure stack to replace fragmented workflows and manual processes.

Required Qualifications

  • USC and GC ONLY
  • Proven experience gathering and mapping business requirements during large-scale enterprise cloud migrations (Azure preferred)
  • Expertise in dissecting complex legacy applications to extract business rules and map them to modern target architectures
  • Demonstrated track record of identifying manual bottlenecks and legacy workarounds, transforming them into automated, low-error workflows that improve turnaround times and user satisfaction
  • Experience defining requirements for modern, enterprise-wide document storage, capture, and workflow management systems to reduce fragmentation
  • Hands-on experience working within structured SDLC frameworks and defined Project Charters in environments where resources balance legacy maintenance with concurrent modern builds
  • Ability to lead Joint Application Design (JAD) sessions, manage User Acceptance Testing (UAT), and ensure solutions align with strict security, accessibility, and operational resilience standards
  • Experience translating business needs into detailed functional requirements, acceptance criteria, and Azure DevOps work items/user stories
  • Experience ensuring requirements are complete, consistent, testable, and aligned with business priorities
  • Experience collaborating with product owners, developers, and stakeholders to refine and validate requirements
  • Experience developing test plans, test scripts, and step-by-step testing instructions for functional and user acceptance testing
  • Experience executing functional testing of user stories in Development and Test environments to validate solution accuracy and readiness
  • Experience documenting defects, tracking resolution progress, and verifying fixes
  • Experience coordinating, supporting, or leading user acceptance testing (UAT) sessions with business stakeholders
  • Experience serving as a liaison between business units and technical teams to ensure shared understanding and alignment
  • Experience communicating project updates, risks, and issues clearly and proactively
  • Experience supporting change management activities by contributing to training materials, documentation, and user guidance
  • Location: Oklahoma City, OK or nearby given there will be some travel to office with no expense reimbursement
