Job Summary
Functional Analyst for Oracle EBS Budget to Report (B2R) within a DoD/DoW multi-Agency program. Responsibilities include analysis, solutioning, testing, production support, collaborating with Developers, Analysts, and Testers, and delivering scalable, efficient, and supportable Oracle-based solutions. Requires experience with Federal Financials (GL/FV/SLA, P2P, CLM, A2R, O2C), Federal budgets, Month-End/Year-End Close, and the ability to author functional design specifications and test artifacts. Must be a U.S. citizen and able to obtain IT-II clearance; strong communication and stakeholder-engagement skills are essential.
Required Qualifications
- Bachelor’s degree or equivalent experience
- Five or more years of DoD and/or Federal Oracle EBS implementation experience
- Experience with maintenance support of Oracle EBS R12 Federal Financials of Budget to Report (B2R)
- Knowledge of Procure to Pay (P2P), Contract Lifecycle Management (CLM), Acquire to Retire (A2R), and Order to Cash (O2C)
- Hands-on experience with GL/FV/SLA
- Sub-ledger accounting in AP, FA, AR, PA, and CLM
- Federal budgets, Continuing Resolution Authority, Reprogramming and Rescissions
- Month-End Close and Federal Year End Close/Year Begin procedures
- Functional design specifications, configuration documents, test plans, and test scripts
- Strong analytical and troubleshooting skills
- Ability to multitask in changing priority environments
- U.S. Citizenship and ability to obtain IT-II background investigation
