Job Summary
Map a designated Military Personnel Management System capability, including end-to-end workflows, data, and system integration dependencies, to build an enterprise-wide view of personnel management operations. Document As-Is and To-Be business processes, identify activities and decision points, and elicit requirements ensuring traceability to mapped workflows. Support stakeholders in developing acceptance criteria, analyzing solution trade-offs, and recommending evidence-based courses of action for process optimization. Deliver artifacts including capability definition reports, process mapping documentation, and requirement specifications within two weeks of contract award. This role supports the Canadian Forces' broader MPMS modernization initiative to integrate fragmented personnel functions into a coherent, data-driven enterprise capability aligned with the 2022 CAF Digital Campaign Plan.
Required Qualifications
- Demonstrated experience as a Level 3 Business Analyst (per TBIPS Stream 4: B.1 standards)
- Experience with business process modelling (e.g., BPMN)
- Experience eliciting and documenting business and functional requirements in a large, complex organization
- Eligible to obtain or currently hold an Enhanced Reliability security clearance
- English language proficiency at a CCC (Reading/Writing/Oral) level
Desired Qualifications
- Experience with data analytics tools is an asset (e.g., Python, R, Microsoft tools)
- Familiarity with data modelling/integration concepts is an asset (e.g., SQL)
- Familiarity with cloud platforms is an asset (e.g., AWS, Microsoft Azure, Google Cloud)
- Familiarity with ERP systems is an asset (e.g., SAP, Oracle)
