Job Summary

Lead end-to-end business analysis for large-scale healthcare transformation initiatives, defining target operating models, service delivery frameworks, and organizational structures. Facilitate executive-level workshops and stakeholder engagement sessions to translate insights into actionable strategic plans and transition roadmaps. Mentor teams of business analysts and consultants while overseeing quality across multiple concurrent projects, driving organizational change using structured methodologies like Prosci. Collaborate with clinical and operational stakeholders to align solutions with healthcare delivery needs, supporting business case development and performance measurement frameworks. Requires 12+ years in healthcare business analysis, 5+ years leading teams, and mandatory PROSCI, ITIL, and PRINCE2 certifications. This senior role focuses on modernizing service delivery models and enabling data-driven decision-making across the provincial healthcare system.

Required Qualifications

  • Valid PROSCI Organizational Change Management Certification
  • Valid ITIL Certification in Service Management
  • Valid PRINCE2 Foundation or Practitioner Certification
  • Minimum 12 years of experience in business analysis within healthcare environments
  • Minimum 5 years leading teams of business analysts or consultants
  • Minimum 7 years of experience in business architecture
  • Minimum 7 years of experience in capability modeling
  • Minimum 7 years of experience in organizational and process design
  • Minimum 5 years facilitating workshops and capability assessments
  • Minimum 10 years implementing change in healthcare environments
  • Minimum 6 years of experience in strategic redesign of healthcare administration and services
  • Clinical stakeholder engagement and requirements elicitation
  • Supporting operational transformation initiatives
  • Strategic thinking and systems-level analysis
  • Executive communication and presentation skills
  • Advanced stakeholder engagement and facilitation
  • Leadership and team development
  • Strong problem-solving and decision-making capabilities
  • Deep understanding of healthcare operations and transformation challenges
  • Work must not be conducted from outside Canada
  • The resource will not have custody or control of Personal Health Information (PHI)
  • The resource will not act as an Information Manager under The Personal Health Information Act (Manitoba)
