Job Summary
Lead the Building Division by supervising employees, managing the division budget, and overseeing financial oversight while ensuring efficient work distribution. Conduct onsite inspections on complex projects, resolve problems for plan check engineers and permit technicians, and provide technical assistance regarding building codes and standards. Communicate with municipal managers, report on code trends, and facilitate inter-departmental meetings to attain stated goals. Evaluate internal workflows and design review processes to identify areas requiring updating or reengineering, then implement necessary changes. Prepare and present oral and written reports on compliance and enforcement matters. Maintain current knowledge of the Florida Building Code, Miami Dade County Code, and NFPA standards through seminars and continuing education to meet licensing requirements.
Required Qualifications
- Extensive knowledge of the national, state and local building and zoning codes including application sections of the Florida Building Code, Miami Dade County Code, National Fire Protection Association codes, safety standards and related ordinances and regulations
- Ability to read and interpret plans, specifications and blueprints
- Ability to perform onsite inspections
- Ability to detect violations and unsafe building work
- Knowledge of OSHA standards, rules and regulations
- Knowledge of building construction materials and methods of the stages of construction when possible violations and defects may most easily be observed and corrected
- Ability to make decisions recognizing established precedents and practices, and to use resourcefulness and tact in meeting new problems
- Ability to supervise the work of others in a manner conducive to full performance and high morale
- Ability to establish and maintain effective working relationships with subordinates and other employees
- Must have a minimum of a B.S. in a related field or an equivalent combination of education and experience
- A minimum of five (5) years' experience in a supervisory capacity
- Must meet the minimum education, licenses and experience requirements to be Certified by the Miami Dade Board of Rules and Appeals
- Certified Building Code Administrator by the State of Florida Department of Business and Professional Regulation
- State of Florida Professional Engineer OR State of Florida Registered Architect OR State of Florida Certified General Contractor
- Must be certified or certifiable as a Building Official by the Miami Dade and or the Broward County Board of Rules and Appeals (BORA)
- Must have the use of sensory skills in order to effectively communicate and interact with other employees and the public through the use of telephone and personal contact as normally defined by the ability to see, read, talk, sit, stand, hear, use hands to finger, handle, feel or operate objects, and read and write English
- Physical capability to effectively use and operate various items of office equipment; such as but not limited to a personal computer, calculator, copier and fax machines
Desired Qualifications
- Experience in the implementation and management of a paperless plans review and inspections system is preferred
