Job Summary
Lead the Building Division by supervising employees, distributing work efficiently, and managing the division budget and financial oversight. Provide technical assistance to field inspectors on complex projects, resolve onsite issues, and conduct preliminary plan reviews to ensure compliance with Florida and Miami Dade building codes. Communicate with municipal managers, report on code trends, and facilitate inter-departmental meetings to attain stated goals. Evaluate internal workflows, identify reengineering needs, and implement cost-effective changes while preparing oral and written reports. Maintain effective relationships with subordinates and the public while adhering to OSHA standards and licensing requirements.
Required Qualifications
- Extensive knowledge of the national, state and local building and zoning codes including application sections of the Florida Building Code, Miami Dade County Code, National Fire Protection Association codes, safety standards and related ordinances and regulations
- Ability to read and interpret plans, specifications and blueprints
- Ability to perform onsite inspections
- Ability to detect violations and unsafe building work
- Knowledge of OSHA standards, rules and regulations
- Knowledge of building construction materials and methods of the stages of construction when possible violations and defects may most easily be observed and corrected
- Ability to make decisions recognizing established precedents and practices, and to use resourcefulness and tact in meeting new problems
- Ability to supervise the work of others in a manner conducive to full performance and high morale
- Ability to establish and maintain effective working relationships with subordinates and other employees
- Must have a minimum of a B.S. in a related field or an equivalent combination of education and experience
- A minimum of five (5) years' experience in a supervisory capacity
- Must meet the minimum education, licenses and experience requirements to be Certified by the Miami Dade Board of Rules and Appeals
- Certified Building Code Administrator by the State of Florida Department of Business and Professional Regulation
- State of Florida Professional Engineer OR State of Florida Registered Architect OR State of Florida Certified General Contractor
- Must be certified or certifiable as a Building Official by the Miami Dade and or the Broward County Board of Rules and Appeals (BORA)
- Must have the use of sensory skills in order to effectively communicate and interact with other employees and the public through the use of telephone and personal contact as normally defined by the ability to see, read, talk, sit, stand, hear, use hands to finger, handle, feel or operate objects, and read and write English
- Physical capability to effectively use and operate various items of office equipment; such as but not limited to a personal computer, calculator, copier and fax machines
Desired Qualifications
- Experience in the implementation and management of a paperless plans review and inspections system is preferred
