Job Summary
Executive Fellow will synthesize Spartanburg’s housing planning work into a unified cross-sector housing strategy embedded in City/County government, align partners around shared goals, and position the City to make informed, confident investments to expand housing opportunities. Responsibilities include conducting an in-depth discovery phase with a broad stakeholder listening tour, reviewing planning documents and data, designing a coordinated housing strategy with defined priorities across rental, homeownership, and mixed-income development, building a governance and accountability framework, and developing a public narrative and investment asks. Deliverables span a unified housing strategy, cross-sector coordination framework, public engagement tools, housing investment and policy recommendations, and a sustainability plan for ongoing ownership of housing coordination. The role requires senior-level experience, strong data analytics, strategic planning, stakeholder engagement, and change-management capabilities, and is embedded within the City Manager’s Office in Spartanburg, SC for one year. The fellowship is a paid, full-time term with a salary of $95,000 and benefits, and emphasizes collaboration across city, county, SAM, and partner organizations to advance Movement 2030 goals and cradle-to-career objectives.
Required Qualifications
- 15+ years of progressively responsible experience in organizational transformation and change management
- Synthesizes complex information into clear and concise recommendations and action-oriented implementation plans
- Develops and effectively implements strategic and operational project management plans
- Generates innovative, data-driven, and result-oriented solutions to complex challenges
- Respond quickly to changing ideas, responsibilities, expectations, trends, strategies, and other processes
- Communicates effectively verbally and in writing and excels in active listening and conversing
- Fosters collaboration across multiple constituencies to support more effective decision-making
- Establishes and maintains strong relationships with diverse stakeholders, both inside and outside of government, particularly community-based relationships
- Embraces differing viewpoints and implements strategies to find common ground; demonstrates confidence and professional diplomacy while effectively interacting with individuals at all levels of various organizations
