Job Summary
Budget and Acquisition Analyst leads the OCIO Acquisition and Budget workstream for TTB, delivering full acquisition lifecycle management and IT portfolio governance. Responsibilities include developing acquisition strategies aligned with FITARA and Category Management, conducting market research, preparing procurement packages (PWS, IGCE, evaluation factors, and OMB justifications), performing technical and cost evaluations focused on Cloud FinOps and Azure cost forecasting, tracking requisitions in PRISM against budget authority and obligations, leading CPIC program activities, managing Major Business Cases (OMB 300s), scheduling Investment Review Board meetings, supporting TBM cost taxonomy implementations, and coordinating with the CFO to produce annual budget materials such as the Oracle Quick Reference Card. Requires a bachelor’s degree and 8+ years of federal IT acquisition and budget experience, with strong capabilities in IGCE/PWS drafting, TBM reporting, and government clearance readiness.
Required Qualifications
- Bachelor’s degree in Business, Finance, IT Management, or related discipline
- 8+ years of experience in federal IT acquisition lifecycle management, budget formulation, and CPIC
- Hands-on experience with PRISM or similar federal financial/procurement systems and TBM reporting
- Proven ability to draft IGCEs, PWSs, and sole-source justifications
- Strong understanding of Cloud FinOps principles and Azure cost forecasting
- U.S. Citizenship or Lawful Permanent Resident with at least three years of U.S. residency and ability to obtain a government suitability clearance
