Job Summary
Senior-level Budget Analyst position performs highly advanced (senior-level) budget preparation and analysis work for the DFPS program areas, overseeing the planning, organizing, coordinating, and evaluating of budgetary activities necessary to produce budget reports including the Legislative Appropriations Request (LAR), Governor’s Legislative Operating Budget, monthly financial reports, and other required reports. The role may assign and/or supervise other budget staff and works under minimal supervision with extensive latitude for initiative and independent judgment. Responsibilities include overseeing monthly financial report cycles, evaluating responses for Monthly Financial Reports, LAR, Governor's Operating Budget, and agency IOB; preparing key performance and workload measures for the Legislative Budget Board; overseeing budgetary and management reports for program directors; verifying information for the agency AFR and Data Book; analyzing expenditure patterns and providing recommendations on fund use; using Microsoft Access/Excel/Word, USAS, and CAPPS; coordinating preparation of financial data for management; informing management of budget deviations and risks; contributing to policy, procedures, and instructions for budget functions; possibly planning and assigning tasks to team members in the absence of the Budget Manager; performing other duties and promoting diversity; attending work regularly. Knowledge of accounting principles, budgetary procedures, management principles, and legal restrictions governing allocation of funds. Skills in gathering, analyzing, presenting statistical data and producing statistical reports, making budget projections, analyzing financial data, and using Excel, Word, Access, CAPPS, USAS and other financial systems. Ability to establish goals, monitor performance, analyze problems, coordinate data gathering, and supervise others. Also ensures accessibility and cybersecurity compliance per ADA WCAG 2.1 AA and 508 requirements.
Required Qualifications
- Minimum 3 years of experience in budget preparation or analysis, financial reporting, performance reporting, or statistical analysis or reporting
- Graduation from an accredited four-year college or university with major coursework in accounting, finance, business, public administration, or a related field is generally preferred
- Willing to work hours other than 8-5 and weekends
- Experience in budget preparation and analysis, in financial management, in fiscal policymaking, and in performance measurement reporting work
