Job Summary
Define proposals and qualify vendors for government procurement agencies while developing strategies to support budgeting and acquisition processes. Analyze new initiatives and technologies to meet mission requirements, conducting requirements analysis for future year labor, equipment, and facilities. Collaborate with senior managers to develop organizational budgets and execute integrated methodologies for resource allocation. Draft acquisition pre-award documentation, perform cost-benefit analyses to review financial requests, and monitor performance against contractual, cost, and schedule objectives. Arrange modifications to ensure compliance with financial and acquisition regulations. Conduct cross-program analyses to identify tradeoffs and provide executive managers with resource alternatives. Maintain directorate and agency-wide budget tracks while reviewing data in NEXT, Agency FIRST, and Intelligence Resource Information System.
Required Qualifications
- US Citizenship with TS/SCI + Poly clearance at date of application
- BA/BS degree (or higher) in Business, Finance, Accounting, Economics, Statistics, or related field (additional years of relevant experience may be substituted for the degree)
- 4+ years of related work experience
- Knowledge of developing briefs and reports for project leadership team review
- Intermediate to advanced knowledge of Microsoft Excel; adept at other MS applications
- Demonstrated knowledge of Federal Appropriations Law, concepts and principles, and Federal and Intelligence Community (IC) budgetary principles
- Demonstrated knowledge of acquisition management regulations, practices, policies, procedures and Acquisition Program Baseline development
- Excellent interpersonal, organizational, written, and verbal communication skills and attention to detail
- Able to effectively manage time and collaborate across a diverse set of group/division priorities
- Ability to report to designated work location in Chantilly, up to full time, based on the needs of the customer
