Job Summary

Conduct requirements analysis to support acquisition of future year labor, equipment, and facilities while defining proposals (RFQ) and qualifying vendors. Develop and execute strategies supporting budgeting and acquisition processes, policies, and procedures by performing cost benefit analyses to review financial requests and assess program tradeoffs. Maintain Directorate and Agency-wide budget tracks at directorate, project, and MSA levels, drafting acquisition pre-award documentation and ensuring compliance with financial and acquisition regulations. Monitor performance against plans to meet contractual, cost, and schedule objectives, arranging modifications as required. Collaborate with senior managers to develop the organization's budget and conduct cross-program analyses to identify resource alternatives for executive managers. Review data in NEXT, Agency FIRST, and Intelligence Resource Information System.

Required Qualifications

  • US Citizenship with TS/SCI + Poly clearance at date of application
  • BA/BS degree (or higher) in Business, Finance, Accounting, Economics, Statistics, or related field (additional years of relevant experience may be substituted for the degree)
  • 4+ years of related work experience
  • Knowledge of developing briefs and reports for project leadership team review
  • Intermediate to advanced knowledge of Microsoft Excel; adept at other MS applications
  • Demonstrated knowledge of Federal Appropriations Law, concepts and principles, and Federal and Intelligence Community (IC) budgetary principles
  • Demonstrated knowledge of acquisition management regulations, practices, policies, procedures and Acquisition Program Baseline development
  • Excellent interpersonal, organizational, written, and verbal communication skills and attention to detail
  • Able to effectively manage time and collaborate across a diverse set of group/division priorities
  • Ability to report to designated work location in Chantilly, up to full time, based on the needs of the customer
