Job Summary

Manage Division of Bridges contracts, Engineering Service Agreement Task Orders, and IT procurements by utilizing competitive sealed bids, proposals, and negotiated acquisitions. Process internal RFx documents in FMS3 and PASSPort systems, perform detailed administrative reviews for compliance with Agency and Mayoral policies, and monitor contract capacity and terms. Collaborate with project managers to identify procurement needs, develop expense plans, and verify funding prior to solicitations. Execute RQC1 documents, update CMA tracking reports in Excel, and facilitate discussions with partners on financial aspects and contract management actions. Ensure contracts are set up for invoicing and attend Consultant Selection Committee evaluations.

Required Qualifications

  • A baccalaureate degree from an accredited college or university
  • Five years of full-time paid experience acquired within the last fifteen years
  • Supervisory or administrative experience including handling of business promotion or urban economic problems
  • At least 2 years of which must have been in a managerial or executive capacity with primary focus on business promotion or urban economic planning
  • A satisfactory equivalent combination of education and experience
  • All candidates must have 2 years of managerial or executive experience as described
  • A four-year high school diploma or its equivalent approved by a State's Department of Education or a recognized accrediting organization

Desired Qualifications

  • Knowledge of government procurement and contracting regulations and statutes
  • Understanding of the City's Expense and Capital Budgets
  • Demonstrated progressively responsible experience in coordinating and implementing complex contracts and procurement activities in a multifaceted governmental setting
  • Hands-on experience with procurement and budgeting systems/applications similar to the City's FMS3 and Passport applications
  • Exposure to database/document management systems
  • Proficiency in Microsoft Office Suite applications
  • Excellent oral and written communications capabilities
  • Very good interpersonal and organizational skills
