Job Summary
Manage and direct engineering, professional, and technical staff in the review and analysis of bridge construction projects, ensuring designs meet regulatory standards and project specifications. Monitor project progress, resource allocation, and quality control to adhere to schedules and budgets while resolving conflicts with contractors arising from field conditions. Oversee negotiations to establish additional compensation for unanticipated conditions and coordinate with the Office of the ACCO/EAB. Represent the Division in dealings with City, State, and Federal agencies, utilities, contractors, and the public. Assist in developing capital improvement budgets, monitoring procurement processes, and managing grant applications. Oversee bridge inspection programs and enforce safety measures, including site inspections. Reporting to the Deputy Commissioner/Chief Bridge Officer, this role supervises the Roadway Bridges and Component Rehabilitation units. Required Qualifications
- A baccalaureate degree from an accredited college or university
- Four years of full-time satisfactory experience in the administration of a maintenance, mechanical, or electrical operation or performing administrative duties, all related to bridge maintenance or operations
- At least eighteen months of experience in an administrative, managerial, or executive capacity or supervising staff engaged in performing the above type of work
- A four-year high school diploma or its educational equivalent
- Six years of full-time satisfactory experience as described in requirement 1
- At least 18 months of experience in a supervisory, administrative, managerial, or executive capacity as described in requirement 1
- A combination of education and/or experience which is equivalent to the requirements in 1 and 2 above
- Eighteen months of supervisory, administrative, managerial, or executive experience as described in requirement 1
Desired Qualifications
- Strong leadership and team management skills to mentor engineering teams and direct multi-disciplined projects
- Detailed familiarity with modern construction techniques, materials, and structural engineering principles for bridge construction
- Effective oral and written communication skills to prepare reports, make presentations, and negotiate with stakeholders
- Proven ability to resolve complex technical and field engineering issues
