Job Summary

Required Qualifications

• •Bachelor's Degree from a regionally accredited college or university in fisheries, natural resources science, or environmental science
• •Master's Degree from a regionally accredited college or university in the applicable science
• •36 months' experience at the Biologist I or equivalent level related to fish management, conservation, and/or research
• •12 months' experience at the Biologist I or equivalent level related to fish management, conservation, and/or research
• •60 months of experience at the Biologist I or II or equivalent level related to fish management, fish research, habitat management, or habitat research
• •96 months of progressive experience up to the Senior Biologist level
• •120 months of progressive experience up to the Senior Biologist level related to fish management, or fish research
• •Valid Driver's License
• •Eligibility for coverage under the Tribes' vehicle insurance
• •Class B CDL
• •Clean driver's record that qualifies for a U.S. Government Motor Vehicle Operators Identification card
• •Food handlers permit or ability to obtain within 10 days of employment
• •Forklift operator license or ability to obtain within 6 months of hire
• •Washington State boat safety course within 90 days of hire
• •Knowledge of the CCT and other Columbia River salmon fisheries
• •Knowledge of U.S. v. Oregon Agreement
• •Knowledge of State and Federal regulatory requirements
• •Knowledge of the Endangered Species Act and their processes
• •Fish management knowledge and skill
• •Knowledge of standard laboratory and field methods and statistical data processing related to fisheries work, fish species, their habits, population dynamics, life histories and fishing harvest regulations
• •Various techniques for salmon harvest management (selective fishing, targeting hatchery versus wild fish, recovery of ESA species with harvest)
• •Regional salmon recovery and sub-basin plans, and other Columbia River and Pacific Ocean salmon harvest, production, and fish habitat management processes and techniques
• •Knowledge of the legal concept of Tribal sovereignty and the interplay of Tribal sovereignty with state and federal fish and wildlife laws, regulations and administrative actions
• •Excellent verbal and written communication skills
• •Ability to communicate effectively with a wide variety of stakeholders with diverse backgrounds and interests
• •Work history that reflects excellent attendance
• •Ability to gain cooperation from civic groups, landowners, agency or local governments as it relates to fisheries management
• •Ability to write and speak clearly and effectively including preparing and delivering written and oral presentations to technical and non-technical groups
• •Ability to complete repetitive tasks such as habitat data collection
• •Ability to understand environmental regulation and related laws
• •Ability to build long-term positive and professional working relationships with a wide variety of stakeholders and coworkers including the Colville Business Council, other department managers, departmental employees, tribal members, funding agency representatives, regulatory agency representatives and other government and tribal entities
• •Ability to work in a multi-cultural environment
• •Ability to carry out tasks to completion and meeting program deadlines
• •Ability to express oneself in a clear, concise, and scientifically accurate manner when providing oral or written reports to diverse audiences
• •Ability to coordinate, lead and supervise technical and non-technical volunteers and staff
• •Ability to supervise use of and maintenance of equipment and lead others in performing a variety of outdoor work tasks in inclement weather
• •Ability to develop and conduct original fish research or management studies
• •Ability to utilize computers and software applications for routine data analysis and word processing tasks
• •Ability to apply research and statistical methods and techniques to the project and related programs
• •Ability to analyze environmental information, interpret harvest regulations and policies, synthesize research findings and formulate fish management recommendations, guidelines and regulations
• •Ability to administer and lead project, including record-keeping, budget building and tracking, and implementing Tribal and federal administrative processes
• •Ability to function indoors in an office environment and outdoors
• •Ability to work in an office setting, attending meetings, perform site visits and conduct fieldwork
• •Sufficient hand-eye-arm coordination to use a keyboard and 10-key plus arm/hand movements to retrieve work materials and operate a variety of general office equipment
• •Auditory ability to carry on conversations over the phone and in person
• •Good physical condition to be able to work and hike in inclement weather conditions of over variable and rugged terrain carrying up to 50 pounds
• •Ability to drive light duty trucks, tow and disconnect trailers
• •Ability to launch and operate a boat
• •Visual acuity to read words and numbers
• •Ability to sit for considerable periods of time and complete repetitive tasks
• •Ability to work a variable schedule, including evenings, early mornings, holidays, and weekends as the work dictates
• •Ability to travel for work projects, meetings, training and conference participation as necessary
• •Ability to drive in adverse weather conditions
• •Ability to work effectively in all weather conditions and in rough terrain
• •Ability to safely tow, launch, and operate boats
• •Ability to work around cold, deep, swift moving water
• •Ability to swim
