Job Summary
Manage Federal project pursuits by coordinating with proposal managers, estimators, and the Federal Preconstruction Director to identify opportunities and recommend partnerships. Develop pursuit timelines and deliverables while reviewing design schedules to identify cost savings through alternative construction methods. Work with design managers to develop technical solutions and develop client management strategies that align with contract specifications. Collaborate with engineers and estimators to secure final bid prices and support the hand-off between bid and construction teams. Ensure all proposals adhere to Federal Proposal Standards and safeguard the Company's financial interests and reputation.
Required Qualifications
- 10+ years of Federal construction industry experience related to project pursuits (i.e DOD, NAVFAC, USACE, AFICC), including estimating, project management or business development
- Deep Understanding of Federal Acquisition Regulations (FAR) and RFP processes
- Understands constructability
- Able to identify and interpret risk strategies
- Demonstrated leadership, communication, conflict resolution and interpersonal skills
- Demonstrated experience leading partnering and teaming agreements
- Understanding of cost estimating practices, development and implementation
- Strong communication and organizational skills
Desired Qualifications
- Bachelor's Degree in Engineering, Construction Management, or a related field preferred
