Job Summary
Benefits Specialist (Application Counselor) supports incarcerated individuals by providing in-person application and enrollment assistance through the Maryland Health Connection. Responsible for helping clients understand health coverage options, complete eligibility applications, and enroll in Medicaid, MCHP, and Qualified Health Plans. Maintains CAC certification, documents outreach and enrollment activities in Salesforce/HBX, and conducts in-person outreach and enrollment events while ensuring confidentiality and compliance with HIPAA and related guidelines. Requires strong communication, organizational skills, ability to work independently and in a team, and proficiency with digital portals and data systems.
Required Qualifications
- High school diploma or equivalent required
- Associate’s or Bachelor’s degree in a health, human services, or related field preferred
- One year of experience in customer service, outreach, or eligibility application assistance required
- Must obtain Certified Application Counselor (CAC) certification within 45 days of hire and maintain certification throughout employment
Desired Qualifications
