Job Summary
The Awards, Partnerships & Project Management Lead will oversee the operational backbone of IRC's regional ECD portfolio in the MENA region, with end-to-end responsibility for award lifecycle management, strategic partnerships, financial oversight, and project management. The role directly manages an Awards & Project Manager and a Finance Coordinator, and collaborates with country programs, regional, and global teams to sustain and grow funding opportunities, develop proposals, ensure donor compliance, and deliver timely reporting. Key duties include leading pre-award design and budget development, coordinating inputs from stakeholders, managing post-award activities, maintaining award-tracking systems, overseeing budgeting and spend plans, coordinating with partners, and driving knowledge management and communications across the portfolio. The role involves travel to country program offices (approx. 15%), and can be based in IRC offices in Amman, Beirut, or Damascus, with standard NGO professional standards guiding conduct and performance. The ideal candidate possesses strong program administration, partnerships, and financial management skills, experience in fast-paced humanitarian settings, and fluency in English and Arabic.
Required Qualifications
- At least 7 years of experience in program administration, awards, partnerships and financial management, and project management at an NGO
- Knowledge of project management methodologies and tools; PCM and donor reporting processes
- Experience working in conflict/crisis settings and humanitarian programming
- Fluent in written and spoken English and Arabic
- Ability to manage budgeting, monitoring, and risk mitigation across a portfolio
- Strong interpersonal and communication skills; ability to work across cross-functional teams
- Willingness and ability to travel ~15% of the time
- Experience with donor compliance and sub-award management
- Ability to lead pre- and post-award processes and partner engagement
- Knowledge of Early Childhood Development or education is a plus
