Job Summary
Lead DECO's construction compliance strategy by establishing annual priorities, advising executive leadership on risks and trends, and ensuring regulatory accountability across development and construction portfolios. Direct senior compliance leadership, manage operational performance including intake, monitoring, and waiver processing, and resolve structural bottlenecks impacting throughput. Oversee high-risk waiver processes, enforcement recommendations, and complex disputes while serving as the final escalation authority. Partner with internal leadership and external state agencies to integrate MWBE, SDVOB, and EEO priorities into project planning and design. Prepare quarterly expenditure reports, executive briefings, and Board presentations, and drive policy implementation and technology modernization initiatives.
Required Qualifications
- Bachelor's degree from an accredited college or university in public administration, business administration, construction management, engineering, architecture, urban planning, finance, law, or a related field
- four years of specialized experience
- associate's degree and two years of specialized experience
- J.D. or master's degree
- Ph.D.
- six years of progressively responsible professional experience in construction compliance, construction management, regulatory compliance, housing finance, procurement, supplier diversity, or a related field
- at least 3 years of supervisory or management experience
- responsibility for directing staff
- managing workloads
- overseeing operational functions
- experience managing complex projects involving multiple stakeholders, competing priorities, and regulatory requirements
- demonstrated experience interpreting and implementing policies, procedures, or regulatory compliance programs
- excellent written, verbal, and interpersonal communication skills
- ability to work effectively across organizational levels and with external stakeholders
- demonstrated success building, developing, and leading high-performing teams
- experience managing managers or multi-level organizations
- strong knowledge of MWBE (Article 15-A), SDVOB (Article 3), EEO requirements, utilization monitoring, and public-sector compliance programs
- experience leading organizational change, operational improvements, technology implementation, or other large-scale modernization initiatives
- exceptional organizational skills
- ability to manage multiple complex priorities while maintaining accuracy, responsiveness, and attention to detail
- demonstrated ability to build collaborative relationships across internal and external stakeholders
