Job Summary
Interpret and enforce Ohio State racing commission administrative rules, making decisions to ensure the integrity of pari-mutuel racing. Review alleged violations, issue rulings after hearings, and levy fines or suspensions. Observe live races and replays to determine gate openings, interference, and finish orders, declaring every race official. Monitor wagering patterns to cancel betting if irregularities occur. Work with veterinarians to verify fluid samples, review lab reports on positives or suspensions, and arrange hearings. Review license applications, interview applicants, and clarify information for licensing decisions. Advise track management, law enforcement, and licensees on the Ohio Code and resolve regulatory disputes.
Required Qualifications
- Must be a graduate of a Judge Accreditation School/ Program approved by The Ohio State Racing Commission
- Must have served as a steward, racing secretary, assistant racing secretary, starter, placing judge, patrol judge or clerk of scales for a minimum of 3 years or has engaged in racing as an owner, trainer, jockey, veterinarian or breeder for at least 5 years and has been an observer in the stewards stand for no less than 30 days
- Must have 20/20 vision or corrected 20/20 vision and ability to distinguish colors correctly
- Confidence about moving in close proximity to racehorses
- An extensive knowledge of the rules of racing; application of appropriate penalties, racing protocols, animal welfare and duty of care requirements; preparation of budgets; development of rules and policy recommendations; and effective skills in public speaking
- Must have high standards of ethical conduct. Exhibits honesty and integrity.
- Must display a high level of initiative, effort and commitment towards completing assignments efficiently. Works with minimal supervision Demonstrates responsible behavior and attention to detail
- Works and communicates with others in a polite, courteous, and cooperative manner
