Job Summary
Associate SME for the Guaranteed Loan Division (GLD) within USDA Rural Development, focusing on data-driven governance of loan servicing performance, KPI design, reporting, and workflow optimization. Responsibilities include recommending and implementing data-driven industry best practices, developing and interpreting reports and dashboards, and collaborating with cross-functional teams to translate analytical findings into actionable leadership guidance. Proficiency with Excel (pivot tables, formulas, data validation), and BI tools such as Tableau, Power BI, or Qlik for dynamic dashboards is required. Strong emphasis on data integrity, audit readiness, and adherence to federal servicing standards, with experience in loss claims servicing, loss mitigation, and understanding of the secondary market. The role involves remote work with occasional travel to St. Louis or Washington, DC offices, and a focus on improving performance and operations through data analysis and reporting.
Required Qualifications
- Strong proficiency in loss claims servicing, including claim review, documentation, and resolution processes
- Understanding of the secondary market for loans in GLD
- Expertise in loss mitigation strategies and procedures for both individual and portfolio-level cases
- Ability to analyze complex data sets related to claims and mitigation to identify trends and root causes
- Advanced skills in Excel and Microsoft Office (pivot tables, formulas, data visualization)
- Experience in developing and interpreting reports and graphical analyses for performance and workflow metrics
- Familiarity with Tableau, Power BI, or Qlik for dynamic dashboards and automated reports
- Knowledge of workflow design and process optimization within claims servicing and mitigation environments
- Strong communication skills for translating analytical findings into actionable recommendations for leadership
- Ability to collaborate with cross-functional teams and support leadership with data-driven reports and visualizations
- Attention to detail and commitment to data accuracy in reporting and analysis activities
- Ability to perform statistical analysis and identify patterns, anomalies, and opportunities for process improvement
- Understanding of KPIs relevant to loss claims, mitigation, and workflow efficiency
- Proactive problem-solving and continuous improvement mindset in servicing operations
- Ability to evaluate process gaps, recommend operational improvements, and ensure adherence to federal servicing standards
- Experience evaluating pipeline reporting and identifying systemic issues
- Experience developing or reviewing operating procedures and training materials for accuracy
- Understanding of data integrity, audit readiness, and documentation standards for federal oversight
- Strong written and verbal communication skills for drafting guidance, job aids, policy clarifications, and training
- Ability to collaborate with USDA leadership and cross-functional groups
- Experience supporting a Director with data-driven reports and visuals
- Ability to assess workload and staffing gaps to maintain efficiency
- Ability to evaluate long-term risks and propose improvements
