Job Summary
Provide regulatory counsel for Otter Tail Power, advising senior management on state and federal regulatory strategy, drafting and negotiating regulatory and transactional documents, overseeing litigation, and managing outside counsel to advance the company’s mission while ensuring compliance. Lead regulatory filings and advocacy before agencies such as the Minnesota Public Utilities Commission, North Dakota Public Service Commission, South Dakota Public Utilities Commission, and the Federal Energy Regulatory Commission; collaborate with internal teams on transmission/installation agreements, briefs, and territorial/customer-service matters; handle land rights, easement acquisition, condemnation; manage discovery, depositions, motions, and trial preparation; litigate and settle contested regulatory matters including general rate cases and FERC proceedings; ensure cost-effective, high-quality legal services through outside counsel. Must be licensed to practice in MN, ND, or SD and possess a law degree from an ABA-accredited school.
Required Qualifications
- Licensed to practice in Minnesota, North Dakota, or South Dakota
- D. degree from ABA-accredited law school
- Experience with federal and state regulatory models, regulation of regulated industries, and utility rates/operations
- Strong leadership, interpersonal, and communications skills; legal writing and oral advocacy
