Job Summary
Associate Director of Labor and Employee Relations in NYC responsible for managing internal labor relations investigations, union grievances, and the contractual grievance process. Serves as Hearing Officer for grievances and disciplinary appeals, represents the agency at hearings before the Office of Labor Relations and arbitration sessions with the Office of Collective Bargaining, coordinates management-side witnesses, negotiates settlements, and liaises with the Legal division. Interprets CBAs and directives, coordinates disciplinary processes, prepares charges, conducts investigations, and provides confidential reports with recommendations. Also acts as Health & Safety Coordinator, supports WPV and Workers’ Compensation policies, and collaborates with ADR to address labor and employee relations issues. Requires strong knowledge of NYS civil service laws, arbitration/trial procedures, conflict resolution, and experience presenting to senior leadership; proficient in Microsoft Office; ability to work in a matrixed environment and lead multi-disciplinary projects.
Required Qualifications
- Bachelor’s degree from an accredited college or university
- At least four years of satisfactory full-time experience in investigations, auditing, law enforcement, criminal justice, or a major operational area relevant to the agency, with 18 months in administrative/managerial/supervisory capacity
- Strong knowledge of collective bargaining contract negotiations, labor relations processes, disciplinary steps, arbitration processes, and City labor relations practices
- Experience presenting to senior leadership and external partners; ability to lead multi-disciplinary projects and supervise teams
- Ability to interpret CBAs and directives from the Office of Labor Relations and DCAS; ability to manage disciplinary processes and grievance procedures
- Experience coordinating health, safety, and workplace violence policies and workers’ compensation programs
- Strong negotiation, communication, and conflict-resolution skills; ability to influence and achieve resolutions in employee relations contexts
- Demonstrated ability to maintain confidentiality and manage complex, matrixed work environments
- Experience liaising with internal legal divisions and general counsel on employee matters
- Ability to develop and deliver guidance and training related to labor relations and compliance
