Job Summary

The Associate Deputy Director (ADD) supports the Deputy Executive Director in daily operations and incident-specific missions as a deployable member of the Incident Management Team. Responsibilities include leading the Operations Section during steady-state and emergency operations, coordinating multi-agency resources, tracking contracts and programs, mentoring PRN staff, coordinating training and credentialing, developing and maintaining SOPs and tactical documentation, managing roster assignments and travel readiness, serving as Acting Section Chief when delegated, and maintaining 24/7 readiness and deployment capabilities. The role requires extensive field operations experience, strong ICS/NIMS knowledge, leadership in high-tempo environments, and the ability to work in austere conditions. English (United States) language proficiency and U.S. work authorization are required.

Required Qualifications

  • Bachelor’s degree in emergency management, homeland security, public administration, or related field (master’s preferred)
  • Equivalent experience may be substituted for degree on a year-for-year basis
  • Minimum of five (5) years of progressively responsible experience in related fields within emergency medicine with leadership in operational/incident management roles (if no degree)
  • Current licensure as an Emergency Medical Technician–Paramedic (EMTP) is required
  • PMP or CMP certification is preferred to support operational coordination and program management
  • Must be willing to complete field-specific training to meet ICS qualifications and deployment readiness
  • Minimum of seven (7) years of professional experience in emergency operations, field response, or public safety, with at least three (3) years in a supervisory or command-level role
  • Experience managing multi-agency disaster operations, coordinating all-hazards responses, and leading diverse field teams
  • Experience with EOC operations, joint information systems, tactical planning, and interagency coordination
  • Prior service on an Incident Management Team (IMT) or comparable operational command structure
  • Strong track record of managing complex, multi-site deployments, integrating unified command operations, and supporting 24/7 field operations under NIMS/ICS
  • Experience with program budgeting, vendor management, and high-level operational readiness planning
  • Proficiency in Microsoft Office, tracking platforms, and communications systems
  • Excellent verbal and written communication skills
  • Ability to work in austere field conditions, including lifting 50 lbs and long shifts
  • Legal authorization to work in the U.S., valid driver's license, and ability to pass federal background checks
  • Commitment to professional conduct and adherence to National EMR policies and regulatory compliance
